netfx_setupverifier_new.zip 

my pc wont install 1.1 for some reason it fails every time

* My System is:
Microsoft Windows XP, Media Center Edition , Version 2002, Service Pack 3
* I tried to install: Microsoft .NET Framework 4 Beta 1
* The setup told me: The .NET Framework version 4 cannot be installed
because the .NET Framework version 1.0 is already installed on your computer.
* I ran the .NET Framework Setup Cleanup Utility. Result: "Cleanup succeeded for product .NET Framework - All Versions (Tablet PC and Media Center)"
* Fine I thought, but I checked. So I ran the .NET Framework Setup Verifyer. Result:
Detected operating system: Windows XP (x86)
Install state for .NET Framework 1.0: installed with service pack 3.
Install state for .NET Framework 1.1: not installed.
Install state for .NET Framework 2.0: not installed.
Install state for .NET Framework 3.0: not installed.
Install state for .NET Framework 3.5: not installed.
Install state for .NET Framework 4 Client: not installed.
Install state for .NET Framework 4 Full: not installed.
* Summing up: The Cleanup Utility did *not* succeed as claimed.
I lost much work deleting all those other Frameworks but still can not install the .NET Framework 4.

hie when i ran it it didn't enumarate anything in the ComboBox...is it tha way or do i have to actually type it in

I just want a simple:

- yes the version is installed -
or it is installed but defective - you need to reinstall,
or it is not installed -

NOT pages of gibberish and an illogical and confusingsummary like the one I cut and pasted above.

The files that you are reporting as missing are a part of the setup verifier are inside the self extracting package named netfx_setupverifier.exe.

I'm not sure why the verification tool download is failing for you. I've posted a copy of the tool at an alternate location as well. You can find the download links in the user's guide at http://blogs.msdn.com/astebner/pages/8999004.aspx.
